Who can get the report
The Virginia Department of Motor Vehicles (DMV) releases the complete crash report to the people involved and their authorized representatives:
- Drivers, passengers and injured people
- Vehicle and property owners
- Personal representatives, attorneys and insurers
- Parents or guardians of an injured minor
Anyone else receives a partial, redacted report, and must give a valid explanation for the request. Virginia Code 46.2-379 governs the release.
Where to request it
The DMV holds every Virginia crash report, including reports written by Virginia State Police troopers; the State Police refer all requests to the DMV. There is no online ordering. Send a written request, or Form CRD 93 with the Police Crash Report box checked:
- By mail, with a check or money order, to the DMV Customer Records Work Center, Room 514, PO Box 27412, Richmond, VA 23269.
- By fax to 804-367-0390, with a DMS 004 payment authorization.
- In person at any DMV customer service center, paying by cash, check, money order or card.
The DMV mails the report by first-class mail.
Some local departments also keep copies. Fairfax County Police reports since May 1, 2017 are available only through the DMV. The Virginia Beach Police Department lets you pull a copy online through the city's ePRO system by case number, or by date and street. The Norfolk Police Department sends requesters to LexisNexis BuyCrash.
What you need
- How you were involved in the crash
- The date and time of the crash
- The location: the street and the city, town or county
- The driver's name, if the report is not about you
- Your driver's license number
Fees and timing
The DMV charges $8 per crash report and refunds it if no report is found. It does not state a turnaround; guides report about 3 weeks by mail. Virginia Beach asks you to allow 14 days for a report to be entered in ePRO.
If the report is not filed yet
If the DMV does not have your report yet, ask the agency that responded to the crash whether the officer has submitted it, then ask the DMV again. You do not lose the $8 if the report cannot be found.
